The naval battle in the silent version of Ben Hur (1925) is just as good as in the 1959 version.

The naval battle in the 1925 version is better because they used real ships. However the fire on board one of them got out of control. When they extras are seen jumping overboard to save themselves, they are not acting! Of course no one had bothered to ask the extras beforehand if they could swim either. Therefore when remaking the film the decision was made to use models instead.

One of the 1959 ship models is in the lobby of the Baltimore convention center. You can walk right up to it and examine it.
