It's definitely somewhere in Japan. Here is a Japanese poster for the film: https://illustractiongallery.com/29589-large_default/giant-of-marathon-japanese.jpg
I tracked it down! Steve's free hand leads to the character for ocean (taiyō - according to my dictionary) and this also partially appears in english at the top right of the photo. It is the Nakasu Taiyo Theatre in Fukuoka, Kyushu, Japan. Here it is with its distinctive building architecture and windows: https://commons.m.wikimedia.org/wiki/Category:Nakasu_Taiyo_Eiga_Gekijo http://www.shift.jp.org/guide/fukuoka/theater/nakasu-taiyo-theater.html
